Major Report on Open Spectrum Tech & Policy for
Glocom Japan March 2002 

The output of Robert Berger's Visiting Research Fellowship at Glocom. Gives an overview of the basics of Open Spectrum (Unlicensed Spectrum, Spread Spectrum, Ultra Wideband, Cognitive Radios, Mesh networks, Spectrum Commons and Underlays). Gives a snapshot of the existing tech at the time. Then gives an in-depth analysis of the FCC's Spectrum Policy Task Force Report and its potential implications for technology and policy.

Primarily a response to the Faulhaber & Farber paper proposing a Spectrum Policy that would support both Spectrum as Private Property and as a Commons. There is also a brief description of some of the technologies that would allow for a Spectrum Commons (Ultra-wideband, Cognitive/Software Defined Radios and Mesh Networks)
